根據二月二十五日召開本會第二次董事會議，會議通過推選羅玉棠與余超兩位董事，匯同鍾紹元與劉凱源董事為顧問，共同負責起草舊金山華埠商戶聯會章程。
根據二月二十五日召開本會第二次董事會議，會議通過推選羅玉棠與余超兩位董事，匯同鍾紹元與劉凱源董事為顧問，共同負責起草舊金山華埠商戶聯會章程。
經過多次章程小組會議與第三次與第四次的董事會議的修正，章程初稿終於形成，為加快章程的落實，七月十七日星期五再度召開章程小組會員，出席有臨時會長邵旗謙，臨時副會長羅余潔茜，章程起草人羅玉棠和余超董事，章程顧問鍾紹元與劉源凱董事，經過多翻討論與條文續行續字審閱，終於達成一致章程的最終版本，出席會議各人均簽署名字，並通過即生效執行。
